Refus(e)ar, -fuis(s)er, -ar, n. Also: refuss-, rafuser and -are, -or. [e.m.E. refuser (1474); Refus(e v.] One who refuses (to do something); a denier (of something to another); a rejector (of something).Freq. applied to a person failing to comply with church, also civil, regulations.
