STRUMMEL, n. Also strummle. The mixture of unsmoked tobacco and ash left in the bottom of a pipe, Dottle (Peb., Rxb. 1825 Jam.). Hence strummle ends, fragments of tobacco.Lnk. 1916 Border Mag. (Oct.) 231:
The convenient receptacle that held strummle ends while the village smoker prepared his pipe.

[Prob. a variant of Strammel, n., 1., with extended meaning. See note s.v. Cf. Eng. slang or cant strommell, strummel, loose straw, straw used in bedding.]
