(Appar. attrib. use of the phr. over all, either in sense 11 b of Over prep., ‘throughout the whole region’, ‘here and there’, vagrant, vagabond, or in a sense similar to Over prep. 13 and 15 c, ‘over and above everything or everyone else’, extra, unattached, masterless.
