STEELTER, n. See quot.Arg.1 1935:
When two fishing-nets with different size of meshes have to be joined end to end so that the combined net is of the same depth throughout, it is necessary to loop one or two of the larger meshes together with one of the smaller at various points and this looping of the larger net is called a steelter.
