ARTICLES, n.pl. The measures drafted and prepared for the Scottish Parliament by a special committee called the Lords of the Articles, or the Committee of Articles. Hist.Sc. 1773 Erskine Inst. Law Scot. (1828) I. 51–52:
It having been, after the Revolution, accounted inconsistent with the freedom of parliament, that nothing could be there proposed but what had been previously concerted by an inconsiderable number of its members, that committee [of articles] was declared a grievance by Conv. Est. 1689, C.18 and actually suppressed by 1690, C.3.
Sc. 1867 J. H. Burton Hist. of Scot. (1897) III. 390–391:
In the first parliament of the reign of James I., we find that such a committee [of the Scottish Estates] had gradually become a permanent institution, under the name of the “Committee of Articles,” or the “Lords of the Articles.” . . . Certain persons were then chosen from each [of the Scottish] Estate[s] to be the Committee on the Articles. To them the preparation and maturing of each measure was confided. . . . The Estates stood adjourned while this committee was at work. When the several projects of law were matured, the Estates reassembled. The Committee reported to the meeting the bills matured, and they were then put finally to the vote for adoption or rejection.
